The mandate is clear: refuse the case if the visa is not printed. This directive removes discretion from consular officers and enforces a blanket ban on the final step of the visa process. It effectively nullifies approvals that have not yet been physically issued.
The list of countries is comprehensive, affecting millions of potential immigrants. It includes nations with diverse economic and political backgrounds. The policy signals a move towards a more restrictive and exclusionary immigration system.
Exceptions are limited to specific national interest cases and dual nationals of non-listed countries. For the majority, the mandate means the end of their immigration journey for the foreseeable future.
